A mineral pigment refined from titanium ore. Ilmenite or rutile is processed by either the sulfate route, which digests the ore in sulfuric acid, or the chloride route, which converts it to titanium tetrachloride and burns that back to the oxide. The result is a bright white powder of high opacity.

Rock to White Powder

Titanium dioxide is the most effective white pigment known, scattering light so strongly that a thin coat hides whatever sits underneath. Ore comes from ilmenite sands and rutile deposits in Australia, South Africa, Canada, and China. The sulfate process digests ground ore in concentrated sulfuric acid, precipitates hydrated titanium oxide, and calcines it.

The chloride process reacts the ore with chlorine and coke to make titanium tetrachloride, purifies that by distillation, and oxidizes it back to the pigment at high temperature. The chloride route gives a purer, brighter product and dominates modern capacity. Both routes are mineral chemistry from start to finish: ore, acid, chlorine, coke. There is no animal-derived feedstock, carrier, or filtration aid. No plausible route could bring one in. On composition, E171 has never been in doubt.

Why the EU Banned It in Food

EFSA re-evaluated E171 and published its opinion in May 2021. The panel could not establish a safe level, because it could not rule out genotoxicity. Genotoxicity is the potential to damage DNA. The doubt traces largely to food-grade material containing a fraction of nanoscale particles whose behavior in the body is poorly characterized. The Commission removed E171 from the authorized list in January 2022, with a transition period that ended food sales containing it in August of that year.

Medicines were left in place for the time being, since removing the pigment from tablet coatings would require reformulating thousands of products. Other regulators reached different conclusions on the same evidence. The UK Food Standards Agency and Food Standards Scotland reviewed the EFSA opinion and kept E171 authorized, so the additive remains legal in British food. The US FDA still permits it up to one percent by weight. Canada's assessment also found no conclusive evidence of harm.

Where You Still Meet It

Outside EU food, titanium dioxide is everywhere. Tablet and capsule coatings use it for the white shell, toothpaste for opacity, mineral sunscreen for UV scattering, and cosmetics for coverage in foundation, primer, and powder. Paint, paper, and plastics take the vast majority of world production. EU cosmetics rules still permit it as CI 77891, with restrictions on inhalable powder forms.

That is why a European reader can find the pigment banned in sweets and present in the moisturizer on the same shelf. A vegan reader has no sourcing decision to make in any of these products. Where E171 appears on a supplement or medicine, the question that matters for a vegan is the capsule shell, which may be gelatin. The white pigment printed alongside it raises nothing.
